As I said on the title, oil brush is like a roller now.
I bought the app for ipad a couple of days ago and it was fine then.
I tried force closing the app as well as reboot ipad with no difference.

It's possible that at some point you've changed settings or selected a preset for the oil brush which makes it behave differently. Try this:
Select the oil brush
Tap the presets button ( second from the left )
Choose 'normal round'
Then paint a stroke. Does that make a difference?

Unfortunately it didn't help. Oil tube behaves like a normal brush without stroke effect as well.
When you say without the stroke effect, does the stroke perhaps look flat, without bristle marks?
If so, the canvas lighting has been turned off. You can turn it back on again by opening the layers panel, tapping the menu button at the bottom right and making sure that 'canvas lighting' is checked.
