If you go to the Input section of the Preferences panel make sure that Use Wintab is turned OFF and Use Realtime Stylus is turned ON. Windows uses Mouse Wheel events for scrolling on Touch so by default the application will use those events to move the canvas around, if 'Ctrl + Mouse Wheel = Zoom' is turned ON then mouse wheel events will pan the canvas. Turn that OFF and mouse wheel events (which may be sent by your system when you try to zoom) will cause zooming.

Updating to the latest version of the drivers for your device may help if you're experiencing touch problems in Win7 in general - ArtRage doesn't install anything that changes the touch behaviour on the system so something else may have triggered the change.
the initial cause with the win7 environment not being able to recognize touch input was when toggling the auto-rotation lock it disrupted the touch feature rendering it useless and only recognizing the pen. in order to re-engage its functionality i had to toggle to the unlock position and actually rotate my screen from one position to another and back to the original to get it working again.

so the settings that actually worked for me in ArtRage is disabling wintab and having enabled all other settings.

now if only the pen could be more precisely calibrated...

    thanks for the response.

If you don't have pressure sensitivity there is probably a driver issue. The easiest way to check for pressure is to use the ink pen because it reacts strongly to pressure changes, so double check with that (it can sometimes be harder to see in other tools) and if you don't see anything you probably need to reset drivers to the default. If Realtime Stylus is turned on and the drivers are functioning correctly there should be no reason that pressure would be lost on the stroke.
