Moving a selection

Page 83 of the manual says: When there is a selection active:
1. Press or hold down the arrow keys on your keyboard to move the selection 1 pixel at a time.
a. Hold down the Shift key to move 10 pixels at a time.
2. Click and drag inside the selection when the Selection Tool is active to move it.


I can move the selection with the arrow or shift-arrow keys, but trying 2 above modifies the selection depending upon the mode of the selection tool. Am I missing something obvious ?

It's assuming that if someone is using a mode other then "replace", the user is trying change the selection in some manner. If you select the replace mode, and then click and drag within the selection, you'll be able move it around.
