My Guess is you used the chrome filter and a Hue Adjustment layer, with colorize selected ?

No, actually it is a free filter from filterforge, the metal freepack 1 and one of the presets -- here another example I made of an island with a full moon -- this is the usual result I get -- I paint the backgrounds and add stencils
(many thanks, misterstencil!) then play with with settings. It is a fast way to get an image for a project.
