This is one for the imagination. I can see many things in this painting. Large futuristic city with highways leading in and out. Rather interesting.
Philadelphia has an annual parade for the New Year. It is the Mummer's Parade. This is just a take on the variety of color seen in the costumes.

Yes, you can. When you choose a stencil, you can move it by right-clicking on the stencil. You should be able to move it where you wish.

The colors that pop out when using the gradient tool and the blend mode "different" are always amazing to me.

June, the filigree effect is done with the paint tube on metallic setting. Use the knife on instant blur. Just a matter of experimenting with the degree pressure applied.

This a combination of pattern, gradient, glitter, knife. Texture comes from a bit of experimenting to get texture in a sticker.
