Block texture from lower layers

Is there any way to prevent the texture from lower layers from effecting a layer on top of it?

Currently, no. The texture on layers beneath is considered a dried layer, and layers above are painted onto that. You can use the eraser to remove textured areas on a layer below where they're affecting the layer above.
