sweeneymini, if you google 'oekaki' then the second link that appears tells you everything you need to know (the wikipedia link). It's the Japanese act of drawing.

I don't know what happened with google, perhaps I missed spelled it

So its an online Java Applet that lets you draw and people can post comments about it.

This is what I found for PaintBBS - http://www.artcluster.com/paintbbs/oekakibbs.html

oekaki is a lot of fun! a very simple art programme in a java applet, but oh the amazing stuff some people do with the limited tools, it's very inspiring!

Just Google It. Search for this: "define: oekaki"

http://www.google.com/search?q=define:+oekaki

Oekaki is Japanese for "scribble" or "doodle". On the Internet, an Oekaki is a message board system that revolves around computer art created by a local art program. Oekaki artists often post their art to other websites, such as personal pages or free gallery websites, in addition to the original board.
