shift layer?

I may still just be too new to the interface, but is there a way to shift the content of a layer, relative to other layers? If I draw a tree or cloud on a layer, maybe I want to shift it up or down the valley for better composition. As far as I see, a layer is always registered to the whole canvas.

In the current version, there is no way to move paint around on a layer, and as you noted, each layer is the size of the overall canvas. The ArtRage team has indicated that they are looking at options related to copy/paste, masking, and similar actions.
